On Cisco meraki, if we use white list policy in MR or MX network,
We need Radius server, or network admin block manually
(meraki SSID access control)

There is one way to make default blocked white list network
It is group policy

There are two firewall rule option, one is SSID/Subnet FW rule, the other is group policy on individual MAC address
The group policy on individual device overrides SSID FW rule.

To do this you should first SSID's F3 rule all drop
At this time, All device join this network can't use internet or LAN
Then find the client allowed using internet and set device policy to whitelist

In this way, we can make default blocked whitelist network only with meraki
And any other function likes 3rd credential works well
